The Kalyan-Dombivli Municipal Corporation (KDMC) has unveiled a ₹3,186.60 crore budget for 2026–27, keeping taxes unchanged while prioritising infrastructure, civic upgrades and stronger revenue generation.

Municipal Commissioner Abhinav Goel presented the budget with an opening balance of ₹572.76 crore. Total expenditure is estimated at ₹3,186.49 crore, including ₹1,654.08 crore for revenue spending and ₹1,524.20 crore for capital projects.

Infrastructure and urban development push

The budget focuses heavily on road and bridge projects across Kalyan-Dombivli, including new U-type roads, a railway overbridge at Mohone, and a flyover near Kopar to ease congestion. Cultural and civic upgrades include redevelopment of Savitribai Phule Kalamandir, new community halls, and a proposed stadium at Subhash Maidan.

Civic amenities and green initiatives

KDMC plans to renovate multiple crematoriums, develop new gardens, install CCTV in parks, and set up 24 self-cleaning eco-toilets. Environmental efforts include a 750 TPD waste-to-energy plant, expansion of bio-CNG facilities, and pollution-control measures like mist fountains and air purification systems.

Water supply overhaul

A major highlight is the AMRUT 3.0-driven water upgrade, including a 275 MLD treatment plant, new tanks, and digitised monitoring systems using SCADA and smart technologies.

Social and digital initiatives

The budget includes health and education measures such as Hepatitis-A vaccinations, sanitation facilities in schools, sports infrastructure, and astronomy clubs. Digital governance will be strengthened through HRMS systems, a WhatsApp chatbot, and improved IT infrastructure.

Revenue and funding strategy

KDMC aims to collect ₹600 crore in property tax and raise ₹200 crore via municipal bonds. Additional income sources include development premiums, smart parking, and advertisement revenue.

While corporators raised concerns about ward-level fund allocations, the budget is set for further discussion and approval in upcoming general body meetings.
