A Delhi Police head constable has been arrested for allegedly shooting dead a 21-year-old food delivery worker and injuring his friend following an argument in southwest Delhi’s Jafarpur Kalan area.

The incident occurred around 2 am in Rawta village when the accused, identified as Neeraj Balhara, allegedly opened fire using his service-issued Glock pistol. The victims, Pandav and his friend Krishan, were on a motorcycle at the time.

Police said the bullet struck Pandav in the chest and exited, hitting Krishan in the abdomen. Pandav was declared dead on arrival at Rao Tula Ram Memorial Hospital, while Krishan is undergoing treatment at Deen Dayal Upadhyay Hospital.

The victims had just left a birthday gathering when the accused reportedly approached them, questioned their presence, and became abusive. Eyewitnesses allege he made remarks targeting their origin and appeared intoxicated before firing at close range.

After the incident, the constable fled the scene and switched off his phone. He was later apprehended near Rohtak in Haryana and handed over to Delhi Police.

A case has been registered under charges of murder and attempt to murder under the Bharatiya Nyaya Sanhita, along with relevant provisions of the Arms Act. Senior officials have ordered an internal review of the incident.
