A University of California, Berkeley professor has warned that freezing new H-1B visa petitions could weaken higher education in Texas and across the United States, arguing that global recruitment has been central to the success of leading universities. In a widely shared post, Jelani Nelson, a computer science professor at UC Berkeley, said restricting access to international talent would harm research quality and undermine long-term academic competitiveness.
H-1B freeze draws criticism from academia
Nelson was responding to a directive by Texas Governor Greg Abbott asking state agencies and public universities to pause new H-1B visa petitions. Abbott said the measure was meant to prioritise jobs for Texans. Nelson countered that top universities operate in a global talent market, and limiting international hiring risks lowering academic standards rather than expanding opportunity.
Scholars cited to highlight global contribution
To support his argument, Nelson shared examples of internationally renowned, foreign-born scholars who taught or worked at the University of Texas at Austin, saying their careers demonstrate how global talent has historically shaped Texas’ academic reputation. He emphasised that the examples were about scholarly impact, not visa status.
- Edsger Dijkstra (Netherlands-born): A Turing Award winner and pioneer of modern computer science, known for foundational work in algorithms and structured programming. His time at UT Austin helped build a culture of rigor in software and theory.
- Luis Caffarelli (Argentina-born): An Abel Prize-winning mathematician whose work on nonlinear partial differential equations underpins advances in physics, engineering and climate science, raising research standards and attracting top talent.
- E. C. George Sudarshan (India-born): A leading theoretical physicist whose contributions to quantum optics and particle theory helped establish UT Austin as a serious centre for advanced physics research.
- Ilya Prigogine (born in Moscow, later associated with Belgium): A Nobel Prize-winning chemist whose ideas on complex systems influenced multiple disciplines and strengthened interdisciplinary research in US universities.
- Allan MacDonald (Canada-born): A Wolf Prize-winning physicist who helped build one of the world’s strongest condensed matter theory groups at UT Austin, attracting global recognition and funding.
- Keiko Torii (Japan-born): A leading plant biologist whose research on plant growth and stress responses has advanced work on food security and climate resilience in US institutions.
