CHANDIGARH: In a dramatic escalation of the alleged suicide case involving senior Haryana IPS officer Y. Puran Kumar, his wife, IAS officer Amneet P. Kumar, has filed a formal complaint with Chandigarh Police, accusing top-ranking officials of systematic harassment that she says pushed her husband to take his own life.

Amneet has named Haryana Director General of Police (DGP) Shatrujeet Singh Kapur and Rohtak Superintendent of Police Narendra Bijarnia in her complaint, seeking an FIR under Section 108 of the Bharatiya Nyaya Sanhita (abetment to suicide) and relevant sections of the SC & ST (Prevention of Atrocities) Act.

“This is not a case of ordinary suicide. It is the result of sustained and systematic persecution of an honest Scheduled Caste officer by powerful superiors,” Amneet alleged in her complaint, filed at 8:55 pm on Wednesday at the Sector 11 police station.

“Years of Systematic Humiliation”

Describing her husband as an officer of “unimpeachable integrity and extraordinary public spirit,” Amneet said he had endured years of humiliation, harassment, and caste-based discrimination — particularly at the hands of DGP Kapur. Her complaint is emotionally charged, referring to the incident as the culmination of institutional cruelty.

“Justice must not only be done but must be seen to be done – even for families like ours, shattered by the cruelty of the powerful,” she wrote.

Allegations of False Framing and Ignored Appeals

Amneet claimed her husband had told her that a conspiracy was being orchestrated under DGP Kapur’s direction to falsely implicate him in a frivolous case. She pointed to FIR No. 0319/2025, filed on October 6 at Rohtak’s Urban Estate police station, against one of Kumar’s former staff members, as part of this alleged attempt.

“This systematic persecution pushed him to his final anguish,” the complaint reads.

She also alleged that prior to his death, her husband had tried to contact both the DGP and SP Bijarnia, but received no response. The DGP allegedly “brushed aside” his plea, and the SP “intentionally ignored” his calls.

“From the circumstances, it is evident that SP Rohtak Narendra Bijarnia was acting in concert with DGP Kapur,” Amneet claimed.

Response from Police

SP Narendra Bijarnia, when contacted, said that Rohtak police had not named Puran Kumar in any investigation and had not summoned him. He maintained that the FIR regarding extortion against another officer was based on “strong evidence and facts.”

“The matter is being investigated by Chandigarh Police, and I have full faith in their ability to conduct a fair probe,” Bijarnia said.

Caste Discrimination and Suicide Note

Amneet also alleged that her husband faced caste-based exclusion, including being denied access to places of worship on police premises. Despite invoking protection under the SC/ST Act, she claimed his complaints were consistently ignored.

“Administrative persecution can drive a person to suicide,” she wrote.

She cited the existence of an eight-page suicide note recovered by police and forensic experts on the day of the incident, which reportedly names several officers and details the mental trauma her husband endured.

“It is a document of a broken spirit… It’s impossible to express what my children and I have lost — a husband, a father, a man whose only crime was honesty in service,” she said.

Call for Arrests

In her complaint, Amneet urged Chandigarh Police to immediately arrest the DGP and the SP, citing concerns that their high positions could allow them to tamper with evidence or influence witnesses.

“As an officer of the law, I now place my faith in the same institutions that my husband and I served,” she concluded.

An investigation is currently underway, and no official FIR had been registered at the time of reporting.
