New Delhi: Dr. Umar un Nabi, the individual responsible for the suicide bombing in the Delhi car explosion on November 10, had a meeting with a Syrian terrorist operative in Turkiye in 2022, accompanied by co-defendants Dr. Muzammil Shakeel Ganai and Dr. Muzzafar Rather, allegedly under the instructions of their Pakistani handler, Ukasha, as reported by sources involved in the investigation to TOI on Thursday. The agencies are currently attempting to uncover further details regarding the events that occurred during this meeting. Muzammil, who was apprehended by the NIA on Thursday along with three other suspects – Dr. Adeel Ahmed Rather, Dr. Shaheen Saeed, and Mufti Irfan Ahmad Wagay – is anticipated to undergo interrogation by the NIA to advance the investigation into the international connections of the conspiracy. Intelligence sources informed TOI that the three doctors – Umar, Muzammil, and Muzzafar (who is Adeel Rather’s sibling) – had spent approximately 20 days in Turkiye. Although their purpose for traveling was to meet Ukasha, who is reportedly located near the Afghanistan-Pakistan border, the meeting did not take place, according to the accused. Instead, Ukasha instructed them to meet with the Syrian national. Muzaffar subsequently traveled through the UAE to Afghanistan and is reported to have joined al-Qaida. Sources indicated that Umar was also eager to travel to Afghanistan from Turkiye but was advised by Ukasha to return to India to implement Jaish’s “larger” terror plans there. He complied with the instruction, and it was only after his return that he enrolled at Al Falah University and developed the terror module that had been accumulating explosives for future attacks when it was apprehended. “Muzammil, Adeel, and Umer maintained constant communication with three Pakistan-based handlers, Faisal, Hashim, and Ukasha, via Telegram, who provided them with instructions, radicalization materials, and bomb-making videos,” an officer informed TOI. The NIA stated on Thursday that the three doctors and Shopian cleric Mufti Irfan, who were arrested, had played a significant role in the Delhi terror attack and were also plotting to execute similar pan-India strikes. Previously, the NIA had apprehended Amir Rashid Ali, a plumber from Pampore, and Jasir Bilal Wani from Qazigund. Amir had facilitated the purchase of the vehicle used in the Delhi car explosion and was aware of the suicide bombing scheme. Umar had traveled to Pampore a week prior to purchasing the car to secure the funds and subsequently returned to Haryana with Amir. Amir resided with Umar for approximately a week, acquired the vehicle in his name, and then went back to Pampore just days before the explosion. Jasir is alleged to be an active co-conspirator who provided technical assistance for executing terror attacks by converting drones into rockets intended for use in such attacks. All the accused were previously in the custody of the J&K police, which, through a meticulous investigation that began with the discovery of some Jaish posters in Nowgam, uncovered a disturbing Jaish terror conspiracy involving highly radicalized doctors employed at Al-Falah University in Faridabad.
