The Election Commission of India (ECI) has ordered mandatory scrutiny of all additions, deletions and corrections to electoral rolls across Uttar Pradesh following the completion of the Special Intensive Revision (SIR) on April 10. The move comes after irregularities were detected in voter lists in several constituencies, including Pilibhit and Azamgarh.

The scrutiny covers applications submitted through Forms 6, 7 and 8 across all 403 Assembly constituencies. The ECI has also barred computer assistants from entering electoral roll forms, directing booth-level officers (BLOs) to digitize applications received physically through the BLO App.

Uttar Pradesh Chief Electoral Officer Navdeep Rinwa said divisional commissioners had been appointed as electoral roll observers to supervise the process. District election officers have been instructed to monitor officials responsible for preparing voter lists, with strict action promised against those found negligent.

Action may also be taken against electoral registration officers (EROs), assistant electoral registration officers (AEROs) and computer assistants under Section 32 of the Representation of the People Act, 1950, if irregularities are established.

Officials Directed to Resolve Complaints Promptly

During a review meeting on preparations for the upcoming Special Summary Revision (SSR), Rinwa instructed electoral officers to examine pending Forms 6, 7 and 8 daily and ensure their timely disposal.

Officials were also directed to address complaints received through political parties, social media, the National Grievance Service Portal and the Public Grievance Redressal System. District election officers in Bulandshahr, Sitapur, Ghaziabad and Aligarh were reprimanded for delays in submitting reports on complaints concerning alleged duplicate voter entries.

The CEO further instructed officials to safeguard physical applications, update their portal contact details and change their passwords in accordance with security guidelines. They were warned against sharing their ERONET login credentials.

Requests submitted through the ‘Book a Call With BLO’ service on the ECINET app and the voters.eci.gov.in portal must be addressed within 48 hours. Officials were also warned against marking voters as “unavailable” without attempting to contact them.

ECI Seeks Removal of Duplicate Entries

The Commission has directed officials to verify electoral roll entries and eliminate duplicates before publication of the draft list under the upcoming SSR. The exercise aims to prevent a recurrence of irregularities reported in Pilibhit and other districts.

Uttar Pradesh Voter Roll Sees Decline of 2.04 Crore

Uttar Pradesh’s electoral roll fell from 15.44 crore voters in the list published on October 27, 2025, to 13.39 crore in the final list published on April 10 following the SIR. This represents a net reduction of approximately 2.04 crore names.

The ECI has not yet released data detailing additions and deletions made after the SIR concluded. Opposition parties, including the Samajwadi Party and the Congress, have claimed that their surveys indicate that lakhs of names have subsequently been added to the electoral rolls.

The Commission’s latest directions place greater responsibility on electoral officials to ensure the accuracy of voter records, address public grievances and prevent duplicate entries ahead of the next revision.
