Chhattisgarh has signed an agreement with Singapore-based ITE Education Services to strengthen technical and vocational training in the state, while also receiving a proposed investment of ₹350 crore in agro and food processing, officials said.
The developments came during Chief Minister Vishnu Deo Sai’s four-day visit to Singapore, which concluded on Tuesday. According to the state government, the latest proposal takes the total value of investment proposals received during the visit to around ₹43,600 crore.
The memorandum of understanding with ITE Education Services was signed in the presence of Sai. The partnership is aimed at improving technical and vocational education and aligning training programmes more closely with industry requirements.
During his visit, Sai also toured an ITE college to study Singapore’s approach to vocational education and workforce training. The state government said it intends to adapt relevant aspects of the model to strengthen its own skill development system.
“Investment brings industries and skilled youth become the strength of those industries,” Sai said, adding that the state wants young people to receive training that matches changing industry needs and creates employment opportunities within Chhattisgarh.
₹350 crore proposal for agro and food processing
Sai also held discussions with Singapore-based Valency International Pte Ltd and invited the company to invest in Chhattisgarh.
The company has proposed an investment of ₹350 crore to establish an integrated agro and food processing and export hub in the state. The proposed facility is expected to focus on products including cashew, sesame, pulses and groundnut.
The proposal is part of the wider investment discussions held during the chief minister’s Singapore visit.
Focus on technology and skills
During the visit, Sai met Singapore’s Foreign Minister Vivian Balakrishnan and discussed areas including investment, skill development, urban planning and technology.
He also participated in a CEO-level roundtable involving representatives of more than 15 companies. Discussions covered potential partnerships and investments in areas such as technology, banking, agribusiness, aquaculture and food processing.
The state government also explored cooperation with the Global Finance & Technology Network on training young people in areas such as artificial intelligence and digital finance. Other proposals included connecting Chhattisgarh-based startups with international investors and developing technology laboratories focused on emerging fields.
Chhattisgarh was among the participants at the Singapore-India Network for Growth (SING) Forum 2026, following its nomination by the Ministry of External Affairs.
The chief minister’s Singapore visit began on October 3 and concluded on October 6. He is scheduled to return to Raipur on October 7.
