Around 16.4% of voters in Haryana and 10.8% in Andhra Pradesh have been excluded from the draft electoral rolls published on Friday under Phase 3 of the Special Intensive Revision (SIR).
In Haryana, the draft roll retains 83.6% of the 2.1 crore electors registered at the start of the SIR exercise on May 14. Of the names deleted during enumeration, 7.7 lakh (3.7%) were identified as deceased, 24.1 lakh (11.7%) were classified as permanently shifted, absent or untraceable, and 2 lakh (1%) were found to be enrolled at more than one location.
Overall, 33.8 lakh names have been removed from the draft rolls, reducing Haryana’s electorate to 1.7 crore.
In Andhra Pradesh, the draft roll shows 3.7 crore electors after 44.9 lakh names were deleted. At the start of the SIR exercise, the state had 4.2 crore registered electors, of whom more than 89.2% submitted enumeration forms. Among the remaining electors, 3.7% were found to be deceased, 5.3% had permanently shifted, were absent or untraceable, and 1.8% were enrolled at multiple locations.
Andhra Pradesh Chief Electoral Officer Vivek Yadav and Haryana Chief Electoral Officer A. Srinivas said the non-submission of enumeration forms—10.6% in Andhra Pradesh and 16.4% in Haryana—was largely due to electors having registered in another state or Union Territory, not being traceable by booth-level officers, failing to submit forms before the July 24 deadline, or choosing not to remain on the electoral roll.
Eligible voters whose names have been omitted can seek inclusion during the claims and objections period, which runs from July 31 to August 30, by submitting Form 6 along with the prescribed declaration.
